মাধ্যমিক ও উচ্চ মাধ্যমিক স্তরে নি¤œ মাধ্যমিক-মাধ্যমিক বিদ্যালয়, কলেজ, কারিগরি ও মাদরাসার স্বীকৃতিপ্রাপ্ত সকল নন-এমপিও শিক্ষা প্রতিষ্ঠান এমপিওভুক্তির দাবিতে নন্-এমপিও শিক্ষা প্রতিষ্ঠান শিক্ষক-কর্মচারী ফেডারেশন এমপিওভুক্তির দাবিতে সংহতি সমাবেশ পালন করেন। রোববার আন্দোলনের ১৪তম দিনে ৮ নভেম্বর সকাল ১১ টায় গণসংহতি সমাবেশ শুরু হয়। উল্লেখ্য এর আগে শিক্ষক-কর্মচারীরা ২৬-২৭ অক্টোবর কেন্দ্রীয় শহীদ মিনারে ও ২৮-২৯ অক্টোবর জাতীয় প্রেসক্লাবের সামনে শান্তিপূর্ণ অবস্থান কর্মসূচি পালন করেন। তারপর ৩০ অক্টোবর থেকে ৪ নভেম্বর পর্যন্ত লাগাতার ৬ দিন অনশন কর্মসূচি পালন করেন। দীর্ঘ ৬ দিনের অনশনের কারণে বিপুল সংখ্যক শিক্ষক-কর্মচারী গুরুতর অসুস্থ হয়ে পড়ায় নাগরিক সমাজের অনুরোধের ফলে তারা অনশন কর্মসূচি প্রত্যাহার করে নেন। বিশিষ্ট লেখক ও গবেষক সৈয়দ আবুল মকসুদ শিক্ষকদের অনশন ভাঙ্গান। কিন্তু তারপরও এমপিওভুক্তির দাবি আদায় না হওয়ায় শিক্ষক নেতৃবৃন্দ অবস্থান কর্মসূচি চালিয়ে যাওয়ার ঘোষণা দেন। এরপর আবার জাতীয় প্রেসক্লাবের সামনে লাগাতার অবস্থান কর্মসূচি চলছে। আজ আন্দোলনের ১৪ তম দিনে জাতীয় প্রেসক্লাবের সামনে সংহতি সমাবেশে বক্তব্য রাখেন বাসদের সাধারণ সম্পাদক কমরেড খালেকুজ্জামান, সিপিবির সাধারণ সম্পাদক সৈয়দ আবু জাফর আহমেদ, তেল গ্যাস খনিজ বিদ্যুৎ বন্দর রক্ষা জাতীয় কমিটির সদস্য সচিব অধ্যাপক আনু মুহাম্মদ, সিনিয়র সাংবাদিক ও কলাম লেখক আবু সাঈদ খান, বাসদের কেন্দ্রীয় নেতা রাজেকুজ্জামান রতন, স্বদেশ পার্টির সভাপতি রফিকুল ইসলাম মন্টু, দৈনিক শিক্ষাবার্তার সম্পাদক অধ্যাপক এ.এন রাশেদা, বাংলাদেশ শিক্ষক সমিতির (বাশিস) সভাপতি নজরুল ইসলাম রনি, বাংলাদেশ শিক্ষক সমিতি ও শিক্ষক কর্মচারী মহাঐক্যজোটের সভাপতি বাছির উদ্দিন, শিক্ষক কর্মচারী মহাঐক্যজোটের সিনিয়র সহ সভাপতি আব্দুল কাদের ভূঁইয়া, বাংলাদেশ শিক্ষক সমিতির (বাশিস) ঢাকা মহানগর সভাপতি মিজানুর রহমান, সমাজতান্ত্রিক ছাত্রফ্রন্টের সভাপতি জনার্দন দত্ত নান্টু, সমাজতান্ত্রিক মহিলা ফোরামের সাধারণ সম্পাদক প্রকৌশলী শম্পা বসু, মানবাধিকার সংস্থা ইডাফের প্রতিনিধি শামসুজ্জোহা তুহিনসহ বিভিন্ন শ্রেণী পেশার নেতৃবৃন্দ। বক্তারা দীর্ঘ ২ সপ্তাহ পেরোলেও সরকারের পক্ষ থেকে কোন প্রকার সাড়া না পাওয়ায় তীব্র সমালোচনা করে বলেন সরকার নি¤œ মধ্যম আয়ের এবং ক্ষুধামুক্ত দেশ হয়েছে বলে দাবি করেন অথচ এসব শিক্ষকদের িেকান আয় নেই, তারা পরিবার পরিজনসহ বছরের পর বছর অভুক্ত অবস্থায় রয়েছেন। শিক্ষকদের অভুক্ত রেখে মান সম্মত শিক্ষাদান সম্ভব নয়। তাঁরা অনতিবিলম্বে শিক্ষা প্রতিষ্ঠান এমপিওভুক্ত করে শিক্ষক-কর্মচারীদের শিক্ষা প্রতিষ্ঠানে ফেরার ব্যবস্থা করতে সরকারের প্রতি আহ্বান জানান।

Bangladesh will Promote Climate Displacement as a Global Development Agenda

Dhaka, 7^th November 2015. Today in a seminar title “Toward CoP 21 and A Tale from Climate Ground Zero” have been held in National Press club where Foreign Secretary Mr. Shahidul Haque stated that, it is not only in UNFCCC (United Nation Framework for Climate Change Conference) Paris climate conference, but all most all in UN and other global forums Bangladesh government is committed to promote Climate Displacement as a global development agenda. He also said the Bangladesh is going to lead GFMD (Global Forum on Migration and Development) which will be held in next year which is 110 state led process, where climate forced migration will be an important agenda.

The seminar was organized by COAST and EquityBD. COAST is a non government organization (NGO) working in coastal areas of Bangladesh, EquityBD is its program component for networking, campaign and advocacy. The seminar was Chaired by Dr Qazi Kholiquzzaman Chairman PKSF, moderated by Rezaul Karim Chowdhury the Executive Director of COAST, Mr Shahidul Hague Secretary Ministry of Foreign Affairs (MoFA) attended as the Chief Guest, other speakers of the seminar were Dr Atiq Rahman BCAS / CANSA, Qumrul Islam Chowdhury FEJB and National Press Club, Ziaul Haque Mukta of CSRL, Dr Abdul Matin BAPA, and Syed Jahangir Masum of CDP. Sayed Aminul Haque of COAST / EquityBD has presented the key note presentation. Din Mohammed Shibly the Photographer also spoke on the occasion, the book has been published based on his last ten years observation photography from coastal area. The book has been published with the guidance and assistance from MoFA. The book has also been lunched in last 12^th October in Geneva by Foreign Minister in a state led conference on climate displacement, as a part of government campaign on climate change in Bangladesh.

Dr Qazi Kholiquzzaman mentioned that Bangladesh has best example of civil society and government coordination in international climate negotiation, which will continue this year too in Paris, he said that international donors and developing countries pursuing Bangladesh to accept loan in climate adaptation which is injustice. Dr Atiq Rahman of CANSA / BCAS said that there are not much to be expected from Paris Climate Conference, but such a book and photography will have great impact among the mass people of developed countries. Dr Abdul Matin of BAPA demanded the Ministry of Forest and Environment must include civil societies in her delegation and must announce a coordinated and transparent process. Ziaul Haqu Mukta said that Bangladesh should demand an international court of justice on implementation of a legally binding 2^nd Kyoto protocol, which should be a minimum expectation from Paris Climate Conference. Rezaul Karim Chowdhury, moderator of the seminar mentioned that global mobilization for new UN protocol for climate forced migrants will be continued as Bangladesh alone cannot solve the problem.

শত্রু চাইছেন রোনালদো!

‘নিন্দুকেরে বাসি আমি সবার চেয়ে ভালো।’ তাঁর নিন্দুকের অভাব নেই। সেই সংখ্যা বাড়তির দিকেই থাকে সব সময়। সত্যি বলতে কি, সেটা তিনি থোড়াই কেয়ার করেন। বরং নিন্দুকরাই তাঁর কাছে জ্বালানি। ক্রিস্টিয়ানো রোনালদো তাই বলতে পারছেন, ‘আমার শত্রুই দরকার।’

‘অহংকারী’, ‘উদ্ধত’ রোনালদো আরও একবার অকপটে বের করে দিলেন মনের ভেতর জমানো সব কথা। ব্রিটিশ দৈনিক ‘দ্য টাইমস’-এ প্রকাশিত সাক্ষাৎকারে উঠে এসেছে মাঠের বাইরের রোনালদো। তাঁর ক্যারিয়ারে অ্যালেক্স ফার্গুসনের প্রভাব, তাঁর বিনয় নিয়ে প্রশ্ন, বাবার মৃত্যু...অনেক প্রসঙ্গই। সেখানেই শত্রুদের ‘আপন’ করে নিলেন রোনালদো, ‘মানুষ আমাকে ঘৃণা করলেও তাতে কিছু মনে করি না। বরং এটা আমাকে ভালো কিছু করার তাড়না দেয়। ঘৃণাকারীদের মধ্যে থেকেও ইতিবাচক কিছু খুঁজে নেওয়া যায়। আর আমি তা-ই করি।’
মাঠে নামলে রোনালদো রোনালদো স্লোগানে গ্যালারি প্রকম্পিত হয়। আবার প্রতিপক্ষ শিবিরেও কখনো কখনো তাঁর স্তুতি ছাপিয়ে ভেসে আসে বিদ্রূপের কোরাস। ক্যারিয়ারের শুরু থেকেই এর সঙ্গে রোনালদো অভ্যস্ত। আগেও অনেকবার বলেছেন, দর্শকদের দুয়ো শুনলে বরং উল্টো অনুপ্রাণিতই হন। প্রতিপক্ষের ভেন্যুর দর্শকদের আচরণ নিয়ে আবারও বললেন, ‘বলে পা ছোঁয়ানো মাত্রই ওরা চেঁচামেচি শুরু করে দেয়। সেই ১৮-১৯ বছর বয়স থেকেই আমার সঙ্গে এটা হয়ে আসছে। এসব এখন আর গায়েই লাগে না।’
তেমনি গায়ে লাগে না ‘উদ্ধত’, ‘অহংকারী’ অপবাদগুলোও। লাফিয়ে উঠে দুহাত দুদিকে ছড়িয়ে দিয়ে উন্মত্ত উদযাপন, কিংবা দুহাত দিয়ে ন্যু ক্যাম্পের গ্যালারি উপচানো বার্সা সমর্থকের উদ্দেশ করে বার্তা দেওয়া—‘ঢের বকুনি হয়েছে, শান্ত হও’, এ শুধু রোনালদোর পক্ষেই সম্ভব। এই উদ্ধত ভঙ্গি হয়তো অনেকের পছন্দ নয়। তবে রোনালদো বলছেন, তিনি ভান করতে জানেন না। তাঁর মুখের ওপর কৃত্রিম ভদ্রতার খোলস নেই। বলেছেন, ‘আমি দুনিয়ার সবচেয়ে বিনয়ী লোক নই, তা মানতে হবে। তবে আমি কোনো ভণিতাও করি না। অবশ্য একটা দিকে আমি অনেক বিনয়ী—সব সময় শিখতে চাই।’

নি¤œ আয়ের মানুষের বাহন হিসেবে পরিচিত সিএনজি চালিত অটোরিক্সার ভাড়া গত ১ নভেম্বর ২০১৫ হতে মালিক-চালকদের চাহিদা অনুযায়ী নির্ধারণের পরও এই বাহনে মালিক-চালকদের কাছে যাত্রী সাধারণ অসহায় বলে দাবী করেছে বাংলাদেশ যাত্রী কল্যাণ সমিতি।

দেশীয় প্রাকৃতিক গ্যাসে পরিচালিত নামমাত্র খরচে অপারেশন সুবিধার এই বাহনটির মালিক ছাড়া চালক-যাত্রী কেউ লাভবান হচ্ছে না বলে দাবী করেছে সংগঠনটি।

যাত্রী তথা সাধারণ মানুষের মতামত সম্পূর্ণ উপেক্ষা করে মালিক-চালকদের নিয়ে তাদের মনপূত ভাড়া ও দৈনিক জমা নির্ধারণের পর “কেমন চলছে অটোরিক্সা?” তা পর্যবেক্ষণ করতে বাংলাদেশ যাত্রী কল্যাণ সমিতি গণপরিবহনে ভাড়া নৈরাজ্য পর্যবেক্ষণ উপ-কমিটির ৫ সদস্যের একটি প্রতিনিধি দল ঢাকা মহানগরীতে গত ২ দিন ধরে পল্টন, প্রেসক্লাব, শাহবাগ, গুলিস্তান, মতিঝিল, ফার্মগেট, মহাখালী, মিরপুর, উত্তরা, যাত্রাবাড়ী, কমলাপুর রেল ষ্টেশন, সদরঘাট লঞ্চ টার্মিনাল এলাকা পর্যবেক্ষণ করে। এসব এলাকায় প্রায় ২২৫টি অটোরিক্সা চালক ও ২৪৭ জন যাত্রীর সাথে কথা বলে। এতে ১৯৮টি সিএনজি অটোরিক্সা মিটারে চলাচল করছে বলে চালক-যাত্রী প্রতিনিধিদল জানিয়েছে। বাকি ২৭টি অটোরিক্সার ১০টিতে কোন মিটার পাওয়া যায় নি। ১৭টি অটোরিক্সা চালক বা যাত্রীর ইচ্ছায় চুক্তিতে চলাচল করতে দেখা গেছে।

উল্লেখ্য যে, জেএসসি ও জেডিসি পরীক্ষার দিন নতুন বর্ধিত ভাড়া কার্যকর করায় ঐ দিন মিটার জটিলতা সহ নানা কারণে অর্ধেকেরও বেশি অটোরিক্সা চলাচল বন্ধ থাকায় পরীক্ষার্থীসহ নগরীর যাত্রী সাধারণ চরম ভোগান্তিতে পড়ে যা যাত্রী কল্যাণ সমিতির পর্যবেক্ষণে উঠে আসে। এছাড়াও পর্যবেক্ষণে দেখা যায়, মিটার চালু করে চলাচল করলেও অধিকাংশ অটোরিক্সা গোপনে চুক্তিতে চলাচল করছে। সরকার নির্ধারিত বর্ধিত দৈনিক জমা ৯০০ টাকা হলেও সিংহভাগ অটোরিক্সার মালিকরা ইচ্ছে মত জমা আদায় করছে বলে চালকরা জানিয়েছে। ৯২ শতাংশ যাত্রীর অভিযোগ অটোরিক্সা চালকরা এখনো যাত্রীদের পছন্দের গন্তব্যে যেতে রাজি হয় না।

পর্যবেক্ষণকালে প্রতীয়মান হয় যে, যাত্রীদের চাহিদার তুলনায় এই বাহনের সংখ্যা কম। ফলে চালকদের ইচ্ছার কাছে যাত্রীরা জিম্মি হয়ে পড়েছে। তাই কোন কোন ক্ষেত্রে বেশি ভাড়া দিয়েও গোপন চুক্তিতে যাতায়াতে বাধ্য হচ্ছে যাত্রীরা। অতিরিক্ত দৈনিক জমা ও আনুসঙ্গিক খরচের পুরোটাই যাত্রীদের কাঁধে চাপিয়ে দেয়া হচ্ছে বলে যাত্রীরা অভিযোগে জানান।
